Leaking radiators

I'm a new homeowner with steam heat and prior to moving in I got all of my floors redone. To put in my new floors they had to remove the radiators and they told me to tighten them when the heat kicked on or else they would leak. Well, I tried to tighten them like crazy but I can't get them to budge. And they are definitely leaking but I can't tell from where. What am I doing wrong?
