Pumping condensate water to fintube

We have a customer with a steam boiler that has a circulator on the condensate. They have it shut off because they were told that steam would ruin the pump. Can this be put back in use without breaking down? If the feed and return are below the water level, won't the pump and piping up to the next floor contain water at all times? Can there be water in a pipe that is above the water level of the boiler?
