Hot water heat in public housing

I grew up in a housing project back then heat and hot water was included from one boiler burning heavy oil since then they have upgraded and each apartment has its own boiler and water heater

I worked on a 12 unit apartment building with two boilers and baseboard radiation. The owner (city) wants to charge tenants for heat. I told the architect BTU meters are available.
Do these buildings typically charge for heat or just include it in the rent?
