Apartment radiator steam valves leaking like a faucet, super said it's the wrong size pipe (1") and that it should be 1 1/2" in order for the water to return? Been living here for 18yrs and the pipes were as is and didn't have that problem before he became super no.3. Please anyone advise, this is damaging my things...Help!

It's hard to tell if you're referring to the radiator valve or the air vent. The valve will some have water in it, sometimes a lot sometimes not so much. If the radiator got moved, for floor work or some other service the union between the valve and the radiator will often leak. If the vent is what is leaking the likely hood is what Jamie Hall said, something has changed, probably in the boiler room. It's likely not the pipe size causing the issue.
