Steam radiators refill with water

I have a one-pipe steam system and I recently replaced the vents as they were spewing water and steam. Upon replacing them, I found that the radiators had a good deal of water in them, which I drained until only steam came out of the vent hole. I replaced the valves and opened up the valves and everything seemed okay. A while later (same day) the radiators were gurgling pretty badly. I shut them off and let them cool and upon opening them I produced practically another bucket-full of water from the vent hole! I've repeated this process 3 times, now. What's going on? This can't possibly all be condensate, right?!

    the condensate is not leaving the radiators. First thing to check is the shutoff valves- they should be fully open. If they are, next check the pitch of the radiators- they should tilt very slightly toward the shutoff valves.

    The shutoff valves are fully opened, and the radiators are tilted properly. Does this mean the shutoff/drain is clogged? The water that comes out is clean as tap water.

    Does one cycle really generate that much condensate?

    Also...there are two radiators, and when one is gurgling the one in the other room just doesn't get hot. Then I have to drain that one as well?
