global valves instead of steam traps

Has anyone come across that a two pipe steam has globe valves instead of steam traps at the end of each riser in the basement

    Say what? What do these valves connect between? If it's between a steam main and the matching dry return, it sounds as though someone had a brain wave and substituted valves for crossover traps?

    Where does the rest of the piping go? You refer to "the end of the return lines" of a two pipe system? I take it this is at overhead level? So this is at the end of a dry return (not an extension of a steam main) before it turns down? In which case they serve no functional purpose at all...

    If each radiator has a steam trap then no trap needed in the basement.
    The end of steam main would need some means to keep steam out of it's return pipe.....
    Could these be there to isolate piping for flushing.
