best way to pipe / pump a 1 zone hydronic system?

given a single level 1400 sq ft 3 bedroom ranch having only one zone, if you had a clean sheet of paper and no monetary limitation how would you heat the house?

then given the existing 275 gallon oil tank and existing burnham v714 boiler having one taco 007 circulator which only runs when the one thermostat calls for heat, how would you re-pipe the system and with what components to do it right?

currently the 007 pumps into the boiler, air scoop with expansion tank after a 2 foot straight piece of black iron on output side of boiler then connects to 3/4" copper which basically simply runs the perimeter of the house back to to boiler.
