I have an oversized boiler and a cold top floor. That means more BTU! There are lots of local suppliers of steam radiators here. But it is possible to find 2 of the same height with plugs at the top, remove the plug, and connect them that way? It seems a lot easier than putting a T connection at the steam outlet, moving the existing radiator, repainting the wall behind the radiator, etc.

Can you reduce the output of the 1st floor radiators? Otherwise could install a single larger radiator on the top floor?
Might be able to add a small fan and “boost” existing radiator on the top floor.0 -
I seriously doubt the size of your radiators is the issue. This sounds like a venting issue, but we need more details.New England SteamWorks
