EDR 2 pipe air vented radiator

I know I've seen a lot of these radiators around. Now that I'm sizing them up, I can't even find a pic off line that matches.
The customers boiler is way under sized. He says none of the radiators heat all the way and the ones farthest from the boiler don't heat at all.
House has 13 rads, 5 of them are the style you see in the picture. That one is the largest in the bunch. The rest of the radiators are a mix of colum and tube. My guess is the system size is around 600-650 EDR. The boilers DOE is 140,000.
Might be making it into a vacuum system with @izhadano mechanical vacuum boost system.
