    I've worked in many of jails or prisons. Heating and cooling is always a problem for several reason.
    1 the cry broke and don't want to fix it the currect way.
    2 lack of maintenance of the system.
    3 the maintenance guys won't stop touching things they aren't supposed to. These guys are very dangerous because they think they know what they are doing.
    4 cheap is best and you get what you pay for.
    5 it's a jail. You can't carry every tool or every thing you need all over the place. You just try to get things up and running with very little materials and tools.
