Towel Warmer hookup

I am getting ready to hook up a radiant towel warmer. I am installing valves immediately at the warmer. Where should they go? Both supply and return on bottom or both on top or one on bottom and the other on top?

    They will all work, but having the supply on top, return on the bottom is the most efficient,  As the water gives up its heat, it will fall to the bottom of the radiator naturally.  
    Often wrong, never in doubt.

    Got TRV????

    One of your valves should be a TRV. Someone makes one (Oventrop?) that allows the sensor to hang downwards and not take your knee caps out.

    It's not so much a case of "You got what you paid for", as it is a matter of "You DIDN'T get what you DIDN'T pay for, and you're NOT going to get what you thought you were in the way of comfort". Borrowed from Heatboy.
