Fixing or replacing hot water radiator control valves?

Some questions about the control valves on my hot water radiators.  Some of the control valves turn and some don't.  First, for the valves that do turn, are they designed to shut flow all the way off?  Or just reduce the flow to a low level?  (several radiators get too warm even with the valve in the closed position).



Second, for the valves that are stuck, can they be repaired? 



Third, would it be possible to replace the old valves with thermostatic valves?



All these radiators are fed by a Buderus boiler with outdoor reset and constant circulation.  The house is a 100 year old farmhouse in western Massachusetts.

    radiator valves

    1-Some radiator valves do in fact stop the flow altogether but some were made to allow a slight flow to prevent possible freeze damage.

    2-These radiator valves MAY be able to be repaired depending upon ther design.

    3-Yes, these valves could be replaced with non-electric thermostatic zone valves such as Honeywell Braukman.

    work well if the system is piped in some sort of parallel method. If it is in series it will not work well.
