Is low water cutoff required?

Our boiler quit and the company we hired to fix left us with only the water maker circuit working and no low water cutoff. They said the aquastat was bad so we told them to replace it, after they replaced it they said the LWC was shot as well as a transformer. They never checked LWC before they made aqaustat  decision they said there was no way to test it. They blew up a new transformer while I watched so I'm not sure they had a clue what they were doing. They left boiler hooked up so water heater would work but didn't have time or part to fix other problems. The company said we don't need a LWC  thats why they left it off ,is this correct , we live in NY by the way. Is it possible they blew original transformer and LWC trying to hook up aquastat? I didn't watch all day so I don't know what happened. We just got a bill for hooking up aquastat but they only hooked up water heater zone and no heating zones, $458 and no heat just doesn't seem right plus another $400 or so extra  for rest of parts still  needed. Sorry I'm ranting just not happy.

    Price I got nothing to say but all controls can be

    tested. If this is a steam boiler a LWCO needs to be used. If it is hot water and radiation is below the boiler it is also required. There is the find a pro section at the top of the page.

    Plain and simple. A low water cut off is required by code in NY and it can be tested as well as the transformer and aquastat. It's possible to burn anything out but anything is possible. Quick question. What extra parts?

    Charlie, it is a hot water boiler with radiators below boiler level.

    Hvh. The parts so far are 2transformers and a LWC plus installation. Owner said parts can't be tested" just have to get in there and see what's wrong".

    EVERY BOILER REGARDLESS OF WHERE THE RADIATION IS LOCATED, SHOULD HAVE A LWCO!!

    They are cheap assurance, and in my HO should be a reputable house insurance company requirement.

    would I like them on every boiler? Yes. Are they required by code? Not yet. But they would be in this case. Having not seen the job I am not quick to condemn what they did as I have seen some wiring nightmares. I am saying the LWCO could have been tested.
