I came across this the other day on a steam job.  The diameter is about 5' and I'd say it was about 24"-30" deep.  There were a couple of chunks of coal in there and what appeared to be ash.

    Underground

    Is it  underground steam piping  If so it could be gilsonite (spelling) a type of insulation poured around steam piping as a powerish and then solidifies under the steam temp.

    It was probably

    an ash dump for a coal stoker. The stoker dumped all the ashes in there, and someone removed them from the basement by hand.
