No heat on 2nd floor or attic bedroom

I have a hydronic baseboard with 3 returns. The basement and 1st floor heat fine. I get little to no heat on the 2nd floor and attic bedroom. I've bled the air out using the small bleeder located in my 2nd floor bedroom as well as the attic bedroom bleeder until only water was seeping out.

I've also tried bleeding from each of the returns. I feed water into the system, close off the return and open up the bleeder valve. I did this for a while with each, but no air gurgles out. The return which comes from the loop in questions bleeds out cold water at first, then hot water. This seems to be the only way to get hot water through that loop.

The pressure is at just below 20 psi when hot. I checked to make sure all returns are open.

Any suggestions? Should I raise the pressure to 25?

    Have a professional come

and take a look at this situation as it may be that you are not bleeding the system correctly. Do not increase the operating pressure as this will just cause the relief valve to blow.
