boiler or water heater for 1200' addition plus 840' garage?

I'm getting mixed recomendations. Do I use a boiler or a water heater as a heat source? I am adding a 1200' addition, with basement that will have a shop room and family room and a small bathroom and some storage, and an 840' garage. also we would like to have a little heat in 25' of sidewalk on the north of the house and some heat in the approach to the two garage doors. I'm told water heaters stack/layer the heat (bad) and boilers temp can't be turned down because the chamber is too cool to get rid of the moisture and will rust out too soon. any suggestions?
