I don't think it's really what you wanted to know.
I searched for well riser...nuthin
well casing ... this is about the closest I could find to what you wanted to know... youd think they would have something in there about the amount of casing outta the ground.
608.17.2 Elevation. Well sites shall be positively drained
and shall be at higher elevations than potential sources of
contamination.
608.17.7 Cover. Every potable water well shall be equipped
with an overlapping water-tight cover at the top of the casing
well or pipe sleeve such that contaminated water or other
substances are prevented from entering the well through the
annular opening at the top of the well casing, wall or pipe
sleeve. Covers shall extend downward at least 2 inches
(51 mm) over the outside of the well casing or wall. A dug
well cover shall be providedwith a pipe sleeve permitting the
withdrawal of the pump suction pipe, cylinder or jet body
without disturbing the cover. Where pump sections or discharge
pipes enter or leave awell through the side of the casing,
the circle of contact shall be water tight.

diverted away from the well or spring.

what does the intl building code say about well riser height above finished grade? can this riser be hidden below grade in a concrete ring (accessible through a reomvable grate) with a drain at the bottom of the ring so it doesn't fill with water?0 -

my wife says that there is a lot in the IRBC that is vague, and if it doesn't specifically forbid it, then you can do it.
What you are proposing certainly sounds reasonable to me if you execute it well and the location seems reasonable, but that's just my opinion. I'm no authority or expert of any kind.
Why don't you ask whoever does have authority?0
