wall mounted heating unit not giving off much heat

I have a 2 story house with radiant heat down and wall units up. The unit in one of the upstairs rooms is heating but not giving much heat off. I have checked the thermostat for this room and it is ok. I took the unit down to inspect it for loose wires and such and came up with nothing useful. I have no idea what brand the unit is, the house was owned at one time by a guy who worked at an electric company and I believe he did his own work on the house.
I need help. Any ideas?

Are these electric heaters, through-wall console or incremental units? PTAC or Air Conditioners with heating? Gas-fired direct-vent or God Forbid unvented heaters? Heat pumps?

I actually have not a clue. Sorry. They have their own thermostats and they are just a small unit with a heating "coil" inside a glass plate. They just heat the room from radiating their heat. So I am not sure what that is called. That is probably not enough information but thats the best I can say.0
