    Is this suppose to be

a roof or wall mounted unit thats suppose to heat make up air in places that have a lot of fans venting out like make up air for a commercial kitchen or paint booth affair?? I think its suppose to be mounted out side and makeup air only to the interior.

    make-up air unit

This is a common appliance for large buildings with high air loss/exhaust. You seem to be describing a 'direct fired' make-up air heater. These units must be properly set up & tested for CO on the discharge side. They usually have a fixed air flow & a modulating burner, set to maintain a specified discharge air temp. Some have adjustable discharge air temp. controls (remote or unit mounted). You need an experienced gas tech to service & set these units up.
