Radiant heat floor floating heat plates

on Ultra-Fin, oddly enough. Had not heard of it before and checked it out. It seems at a glance like what you described. Might that be the product?

    I have stumbled onto a newly installed "radiant" heat job.... deep breath... They started off well with a Buderus/Reillo burner combo with Superstor. The radiant heat is as follows, hardwood and tile flooring, the radiant tubing is snaked through the floor joists with some sort of floating heat dispersion plates that slide over the tubing, they are 3' apart and roll insulation keeps them isolated to the bays so not to heat the unfinished basement. Who makes this stuff? Does it work? Where can I go to check proper installation for this, what are the specifications? any help would be greatly appreciated.a couple of pics are attached
