After working for MPI for 2.5 years I had to get one for myself.
I have a FCX in my house and it is holding its own. Very easy to clean and service. I cannot share dollars savings yet, but I suspect $80 to $100 dollars per month.
We do have customers experiencing 40% to 60% savings over their old cast iron boiler.

looking into it, but I believe that as long as the boiler is energy star rated there is an incentive.

95% rated
was the efficency number I always hear passed around. So other then a few condensing/modulating gas boilers, oil gets the shaft. Also it was a tax credit not a rebate. $150?0 -
Oil Incentives
I have found a 95% AFUE rated oil boiler it is the FCX by monitor products, it may only be available in one Input 80,000 but it is eligable for the $150 income tax CREDIT like any other 95% efficient equipment.
I am not certain how reliable this equipment is, I am looking into this as a purchase for my personal home as oil is the cheapest method here, it costs 1/5 the amount of Natural gas and is roughly $5 per million BTU's less then LP.
