drill$tap steam pipe

I have two steam pipes one is 1.25 dia the other is 2" dia,the ends of the mains have a plug on them and are to close to the cement wall. If i drill the two pipes and tap them , with a one half inch drill should i drill the tee and tap it there. with out harming the tee,s thank you tom

I would drill the pipe, not the Tee.
