Steam boiler size....

at a problem steam job today...They got my name from FAP..Thanks Dan! (it seems that a lot of steam problems have been sent my way through FAP...I am not a big steam guru..but as Dan says in the land of the blind the 1 eyed man is king!) but I digress...
In looking around this recent install the water is filthy, main vents clogged, missing insulation,possibly a clogged return..I notice the Burnham IN 6 has 450 edr...the load is 242 edr ...any way to help this, short of replacing a 4 year old boiler?
