compression tanks

i'm working on a school boiler system. there are 6 modular boilers and 2 B G steel compression tanks piped with common piping. when doing seasonal maint. both gauge glasses were empty although i got 5 or so gallons out. both tanks have airtrol ATF 12 fitting. the tanks are 24gal built 1971.i flushed the tanks, opened and closed the gauge glass valves, added water and could not get any water to show on the gauge. tapped on tanks to "hear" when i was close to half full. 2 weeks later i get called there because the pressure was up to 30lbs and reliefs were dribbling. the gauges were almost full, but showed different levels. i opened the bleeder on the airtrol fitting and got water out for 15 minutes. the gauge now shows half full but i still have water running out of the vent/bleeder on airtrol. the other gage still almost full yet spits mostly water out of bleeder. most systems i work on have extrol or similar diaphram tanks. need some help fully understanding the valves and gauge fittings etc. thanx
