What are the symptoms of over-firing? The boiler is an SGO-4 with the 1.10 gpm nozzle that came with the package. Would the next step down be a 1.0?

Vaporstat Setting
I just installed a Vaporstat on my new one-pipe steam system to lower the pressure to reduce vent whistling.
I had it set with a 4-oz cut-in and 10-oz cut-out. At this setting, the system heated all the radiators, but there was some whistling at the last moments of the steam cycle.
I dropped the cut-out to 8-oz and there was no whistling, but the system cuts-out on pressure and then cuts back in three times in just a few minutes before the thermostat is satisfied.
Should I be raising the cut-out or lowering the cut-in pressure. The radiators are all hot before the steam cuts off, it's just that the thermostat is not satisfied.

The boiler
may be slightly oversized for the system. Try having a pro down-fire it a bit.
