Pressuretrol problem....seems to me anyway

When I went in to service the low pressure steam boilers (2) the complaint was steam coming from the overflo/relief valve piping of the upstairs one.

I checked the valve replaced it and saw the pressuretrol was set at an amazing 8 lbs pressure with the diff set at 1.

I turned both of these pressuretrol down to 3 lbs cut in with the same differential. And I replaced the pressure relief valve on the one boiler

Then I placed buckets under the overflo pipes coming from the relief valve and there still seems to be water coming out into the buckets.

The pigtails are clear and come directly off of the pipe where the top of the gauge glass connects to

Is it new pressuretrol time or am I missing something?

    when I said water was in the bucket still it was a couple of days later the customer called to inform me
