Hot water boiler pressure

If a hot water boiler has been discharging from the pressure relief valve, is it a good idea to replace the relief valve, along with the fill valve or expansion tank?

It depends...
if it has been trickling for a long time, you probably have scored the seat of the relief valve AND the pressure reducing valve.
If there is a lot of products of corrosion in the relief valve outlet, then yes replace it. It the pressure reducing valve appears to be working OK, then leave it.
As for expansion tnaks, if it is the old ceiling hung type, it probably needs completely serviced. If its the rubber diaphragm type, it MAY need serviced.
As with any hydronic heating question, it depends.
