hot & cold boiler mate

Question 1 - I have a 41 gallon WH-7 Boiler Mate that seems to be very hot to the touch on the top and cool on the bottom of the tank.  Is this a problem & how do i fix it?



Question 2 - Does anyone really flush their system with acid?  & should I be doing that?
