matching steam supply to load & room temp

I understand that 40% of EDR is in piping. To avoid overfiring above building load, has a practice of boiler 2-stage firing been attempted, along with insulating distribution piping, especially including riser pipes on exterior walls? I believe this would allow system to: 1) fill on high fire (limit the number of cycles to achieve complete fill), 2) "percolate" on low fire, and 3) automatically "balance" steam distribution by rate of condensation, based on temperature at locations of each radiator.

hmm
"Percolate" doesn't sound very efficient in a steam system.0 -
