It is a drainage tongue designed to direct any internal condensate down and out of the vent back into the radiator. It helps keep the bottom of the vent from being waterlogged.
Sure, it wiggles. Life is not fun unless you do. Being locked, alone, in the dark like that, it is the only fun it has. I would leave it be. :)

vent tab
What is the little tab that sticks out of the threaded portion of radiator steam vents? I always worry about damaging it when installing since it hangs down a bit.
Does it actually move during operation. Is it just a debris shield. How worried should I be?0
