15 degree temp fluctuation 3 story 2 pipe steam

I'm working on a 3 story appartment building 2 pipe steam, in south eastern Pennsylvania. My customer complained of 15 degree swing in temp throughout the building. I actually installed temperature recording sensors and he was correct. I acctually had up to 20 degrees swing. My opinion is the soft winter we have and the temp swing from day to day. I can see on the recorder the boiler runs temp from 70 to almost 90 degrees. Could pressure be a problem?
