A bit more loss than just a single glass because of the metal. Leaded windows are normally puttied to fill the gap in the H shape lead and seal the glass to the lead came. It is preferred to triple glaze the panels so that the stained glass is between two layers of either regular or tempered glass, or install the stained glass against the interior side of the thermal window.
Here is a panel that was mounted next to a standard thermal window in a summer home. There is provision to have some air circulation between the panel and the thermal unit to prevent condensation.

I still use lead
