Sizing steam boiler with indirect water heater

Hi, I know my new steam boiler needs to be sized to the EDR of the radiators, plus piping pickup, but does it need to be increased for an indirect water heater?

but it's unclear to me. I'm not even sure what the units in the chart are or what they're applied to. And there's a note ": IT IS NOT RECOMMENDED TO REDUCE BOILER INPUT WHEN USING DOUBLE WALL TANKS." Meaning the boiler size DOESN'T need to be reduced for those??
